Thank you for your interest in the Clarksville Neighborhood and Community Services Home Repair Programs! 

Homeowners requesting assistance should fill out the Home Assessment Form by going to the link provided below or filling out the printed form available near the security desk at City Hall.

CNCS staff will review the Home Assessment forms to determine which program best fits the homeowners needs. Staff will follow up with the applicant to determine eligibility, provide the full application packet with a list of required documents, and explain the next steps. The completed application packet and copies of all required documents listed on the application must be turned in to Clarksville Neighborhood and Community Services for processing.


The Home Repair programs are only available to income eligible, homeowner-occupied, and single-family unit (including permanently fixed manufactured housing) applicants. Assistance is provided to those applicants who meet low- and moderate-income standards, mandated by The Department of Housing and Urban Development (HUD).


Emergency Rehabilitation:

Home repairs that are eligible under this program must pose a serious threat to the health, safety and welfare of the resident, or affect the immediate livability (including building code standards) of the home. Emergency Repairs are limited to those issues that affect the habitability of the home such as: lack of running water, roof replacements, electricity, plumbing, or heating/cooling. The items listed in each applicant’s application will be evaluated to determine if they are eligible for repair under the guidelines of the program. Applications will be processed based on the severity of the emergency need, determined by program staff. 


Standard Rehabilitation:

Homes in need of less urgent repairs and/or replacements that are not eligible for the Emergency Program may be addressed through the Standard Rehabilitation Program. Each applicant will be asked to include a detailed description of their repair needs. Applications will be processed in the order in which they are received. On a first come, first serve basis.


Please note that your application shall not be processed, and assistance shall not be granted, until all required information has been received and you have been qualified for the program.
